House Speaker Don Scott said the document released Friday was still open to negotiations, though a July 1 deadline is approaching.

In a combined statement, Senator Louise Lucas and Delegate Luke Torian said "this budget agreement reflects our shared commitment to making Virginia more affordable for families."
