For now, coal is still the dominant fuel for electricity in Kentucky. Nationwide, though, natural gas overtook coal a decade ago. Renewables, including wind and solar, have surpassed coal in recent years.

The Mitchell plant is jointly owned by Kentucky Power and Wheeling Power. Both are seeking approval from regulators in Kentucky and West Virginia to proceed with the $191 million project.

Sen. Robin Webb, a Grayson Republican, represents Boyd, Carter and Greenup Counties. Last month, data center developer TeraWulf announced plans to build a large facility in her district.
