Live Student voucher program moving forward in Pennsylvania amid controversy (CBS 21) A student voucher program is currently moving through the Senate through Senate Bill 795. The bill was voted out of the Senate's Education Committee on Tuesday. The bill would allow students in public schools with low performance rating to receive a scholarship to attend a private school. Last year, the program was known as the “Pass Program,” or Lifeline Scholarship Program, which is a student voucher program. However, that program was vetoed last year by Gov. Shapiro. It was brough back this year by Republican Senator Judy Ward. In a statement to CBS 21 News, Ward said now is the time to bring a voucher program to Pennsylvanians. “Children trapped in schools that are failing them cannot wait any longer. They should not be destined to a poor education simply because of their zip code,” Ward said. Groups like, Foundation for Excellence in Education said the voucher program could save Pennsylvania money. However, other groups like Education Voters of PA said investments in PA education need to go towards public schools. “Lawmakers and Gov. Shapiro need to fully and fairly fund our schools in compliance with the constitution before they even consider talking about school vouchers,” Susan Spicka, executive director for Education Voters of PA, said. Senior director of Foundation for Excellence in Education, Ben DeGrow said the concept of student vouchers can help save PA money. “By creating a program that funds students who are switching from public schools to private schools and funding them at a rate that often lower than the public school spending each child who takes that opportunity represents in that savings,” DeGrow said. He said kids are falling through the cracks and a voucher program could give them an opportunity. Education Voters of PA do not agree with Foundation for Excellence in Education's stance on the voucher program. “Private schools pick and choose the students they want to enroll,” Spicka said. “So, there's no guarantee that giving somebody a voucher is gonna let their kid get into that school.” CBS 21 News reached out to Sen. Scott Martin's office on how the voucher program, if passed, could impact the budget. He wasn't available for an interview. We also reached out to Gov. Josh Shapiro, who said in the past he could support this program but haven't heard back. There is no date set as to when Senate Bill 795 could see a vote in the senate.">
Live Harrisburg Police held a press conference on Tuesday going into some more details about Monday evening's double homicide where a pregnant woman was killed on 4th and Woodbine Streets in Harrisburg. (CBS 21) According to police, 19-year-old Tyemesha Miller was about five months pregnant with a baby boy when she suffered a gun shot wound to the back and died at the hospital. The shooting happened around 5:45 p.m. Harrisburg Police Lt. Kyle Gautsch said police were only about half a block away when the shooting happened and were able to report on scene within 30 seconds. He said there wasn't even a 911 call. Instead, police heard the gun shots and responded right away. Harrisburg Police Commissioner Tom Carter said the shooting occurred while there was a large crowd on the corner of 4th and Woodbine Streets. Carter said there were kids as young as three years old in the crowd when shots were fired. “Every homicide in this city hurts, but this really hurts because you have a 19-year-old female who was pregnant that was gunned down and I can't say that she was the target or anything like that, but who in the right mind would just shoot into a crowd of people where there are little kids at?” Carter said. Carter said they are still working to recover more detail to identify suspect, but said they need the public's help. “I'm asking you please, please, please on behalf of the unborn child, can we please do something about this here?” Carter said. “I'm getting sick and tired of seeing monuments up there. You know she was beloved by her friends. They're up there putting the flowers and balloons, everything right now, but when is this gonna stop?” Carter said the police cannot stop the crime alone. Harrisburg Police said this is a very active investigation and any tips or information on possible suspects will remain anonymous. Only two blocks away from Monday's deadly shooting, there was another deadly shooting earlier this month. On May 3, 27-year-old Christian Watt was shot and killed on 6th and Woodbine Streets outside of Antonio Grocery. Gautsch said its early in the investigation, but there is nothing to say the two shootings would have been related. However, he said it was because of the May 3 shooting that there was an increase police presence in the Woodbine Street area, which allowed police to respond to Monday's shooting in under a minute. Gaustch said it's extremely concerning to know that people are comfortable enough to shoot into a crowd in an area with marked police cars. “I think that shows that the lack of disregard for public safety and the lack of disregard for essentially human being when people are just that cavalier and that flamboyant that they're just gonna go out and open fire on a crowd of people with police officers in marked cars, half a block away,” Gautsch said. The Dauphin County District Attorney's office said because Miller was pregnant, it would be considered a double homicide.">
