The man alleged to have run a red light causing a deadly crash with a shuttle bus near Raleigh-Durham International Airport had himself been reported missing days earlier.

State Auditor Dave Boliek says Cary's former town manager and other town employees made more than a dozen “questionable” expenses, ranging from expensive dinners, unauthorized land purchases and graduate-school tuition for a councilwoman.

A total of 828 Cary employees had a town-issued credit card, also known as a purchasing card or P-Card, as of November 2025. Employees charged more than $24 million to the cards over a two-year period.

The auditor's report reveals the ghostwriter for The Top of the Arc cost the Town of Cary more than $65,000. In the audit, Cary Chief Strategy Officer Susan Moran said the book's total cost was roughly $150,000.

Cary residents are expected to confront town leaders Thursday during the first regular council meeting since a state audit flagged questionable spending, including tens of thousands of dollars for a ghostwritten book and a “Dancing Queen” documentary.

Council Member Bella Huang acknowledged concerns from Cary residents.
