The Southwest Village project would cover nearly 490 acres of mostly city-owned land south of State Route 905, east of Interstate 805 and just north of the U.S.-Mexico border.

The motive and circumstances surrounding the killings were under investigation, reports NBC 7’s Jackie Crea.

Both state and federal legislators hope their newly-signed bills make housing more affordable across the country, including in San Diego's extremely expensive housing market.
