Under the proposal, a P-1 license would be issued to a retail business that makes no more than 30 percent of its annual gross revenues off packaged-liquor sales. Additionally, no more than 30 percent of the sales floor of a P-1 business could be used for the sale, display or stocking of packaged liquor.
