The unusual moves follow an agreement between Japan and the Philippines last month to launch maritime border delimitation talks, which overlap with areas claimed by Beijing.

The move is seen as at least partially aimed at winning public support for boosting the country’s defense capabilities.

Beijing said “relevant countries had been notified in advance” of the launch, which “was not directed against any specific country.”

A melting snowpack initiates runoff after ripening, the process of eliminating cold content and filling pore space with liquid water to a saturation that overcomes capillary resistance. Snowpack ripening in a mountain watershed varies significantly over time and space, complicating efforts to understand and forecast the timing of seasonal runoff. Here, we assess the effectiveness of machine learning in identifying complex ripening patterns and forecasting its timing across high-relief mountain terrain. Our approach is tested in a 4341 km mountain basin in Montana, USA using model output for a 19-year period. We analyze daily time-series at model cells of the energy needed to cause ripening, termed the Runoff Energy Hurdle (REH). Our analysis reveals complex year-to-year variability of spatial patterns of REH growth and loss around the basin. K-means clustering identifies four recurring ripening behaviors, though locations often shift between clusters from year to year. One cluster has ripening events throughout the snow season and can include 7-92% of the basin depending on the year. Three additional clusters ripen progressively later in the spring season within narrowing time windows. We test several machine learning methods for predicting the major spring ripening event at each location, based solely on mid-winter snowpack state. The predictability is proportional to the magnitude of REH, with activation of the highest REH locations predictable within an 18-day window eight weeks in advance. Our findings reveal complex interannual ripening patterns that can be identified using machine learning methods and leveraged for forecasting the onset of spring snowpack runoff.
