BELCAMP, MD — A 32-year-old Aberdeen man has been arrested and charged in connection to a fatal shooting that happened at the McDonald's in Belcamp April 23. Harford County sheriff's deputies were called to the 1300 block of Riverside Parkway in Belcamp April 23 around 10:36 p.m. for a report of a shooting. They found Sebashton Charles Nocar, 19, of Bel Air, inside the restaurant with a gunshot wound to the head. He was pronounced dead at the scene, according to the sheriff's office. Investigators identified Djbril Ramatoulay, 32, of Aberdeen as the suspect. On Wednesday, deputies obtained an arrest warrant for Ramatoulay charging him in Nocar's death. Anyone with information about the case or who may have video of the incident is asked to contact Detective P.
