A sticky-fingered career thief who's been nabbed by cops nearly 150 times is back on the streets again despite a new batch of heists — because state law won't allow him to be held on bail.

Officers were called to a home at 126 Ludlow St. on the Lower East Side over a domestic dispute when the man charged at cops with a large knife, sources said.
