"We thought she was going to come home. We had hope. We posted posters. We looked for her constantly," said Shannon Harden, Whoolery's cousin.

"He continued to drive, and neighbors and another just random person had to stop him and block him in for him to come back and see what he had done," said the girl's mother.

"Hearing a story about what happened is a nightmare for us," said Jason Molinero, deputy director of Allegheny County Public Works.
