The 234-page lawsuit names the Maine Department of Corrections and more than 50 people who worked at the youth center, now known as the Long Creek Youth Development Center, during the 1990s as defendants.

Secretary of State Shenna Bellows said in a statement that she accepted the recommendation of her staff who found more than 12,000 petition signatures invalid, either because circulators failed to witness registered voters signing the forms or because the signatures had been signed by someone else.
