U.S. District Judge Janis Jack said Monday that the Health and Human Services Commission had violated two previous court orders requiring the state to investigate abuse and neglect allegations lodged against its providers in a timely manner.

The case involves Idaho’s abortion ban but will have implications for Texas, where abortions are similarly prohibited in nearly all circumstances.

The arrests come as large protest encampments have cropped up and demonstrators have clashed with police at Columbia, Yale and other universities.

UT President Jay Hartzell said Wednesday that the university had stepped in to prevent students from similar attempts to “occupy” campus.

Texas Attorney General Ken Paxton did not make clear whether he is in New York for official state business or simply to attend the trial with Trump.
