Southwest Research Institute (SwRI) announced on June 10, 2026, that it has successfully demonstrated a diesel engine system that allows off-road vehicles to meet proposed California Air Resources Board (CARB) Tier 5 emissions standards. The breakthrough uses exhaust gas recirculation and calibration changes to significantly reduce emissions without sacrificing performance.

The Fairfield, Maine, Town Council has approved changes to its all-terrain vehicle ordinance, setting a new speed limit and tightening operating rules for ATV and UTV riders using public roads in the town. The vote came after debate over how to balance safety with practical use for the local off-road community.

Communities across the country are tightening the rules on off-road vehicles operating on public streets. Two separate actions this week show how quickly that enforcement posture is shifting.

State lawmakers have until the fall before law enforcement will need to start removing these machines.

ATV riders in Pendleton, New York, are losing access to a longtime riding area. The Pendleton town board voted to close the off-roading section of the Pendleton Rail Trail to all ATVs. The closure takes effect once the new law is approved by New York State and signage is posted on the trail.
