The commission showed off some of those successes in its third annual "Open NCC" event.

A study by Ontario's Financial Accountability Office says Ottawa will see the steepest decline of anywhere in the province next year in per-resident subsidies for transit.

Penalties in the Ottawa proposal would range from a warning to a minimum fine of $500, ranging up to a maximum of $100,000.

The rest of the hospital remains open and its obstetrics services will continue as usual, the hospital said.
