Oregon lawmakers passed House Bill 4002 earlier this year, which added new criminal penalties for drug possession.

Clackamas County is moving forward with a drug treatment center at the site of a former elementary school. The six-acre campus will offer detox, residential treatment beds, transitional housing and may also include medical and dental care, according to county officials.

According to a memo sent last week to Gov. Tina Kotek’s office, obtained by OPB through a public records request, 213 people across 11 counties have been deflected. That’s slightly more people than the agency predicted would be deflected by this time.

At a news conference Wednesday, Portland police released their first description of a possible culprit, but declined to provide any details about a possible motive for the attacks.
