Lt. Jim Downing. Image courtesy of WVU The December 7th anniversary of the Japanese attack on Pearl Harbor always reminds me of Jim Downing. He was among the sailors who acted heroically 83 years ago Saturday during and after the attack on the unsuspecting Navy fleet docked at the Hawaiian port. Downing happened to be on land that morning when two bombs and seven aerial torpedoes struck the USS West Virginia, killing 106 men.

It is a ceremonial and organizational day where officers are elected, the 2024 election results are certified, and members take their oath of office. The business of legislating is then delayed until February 12, the first day of the 60-day regular session.
