Jonathan Coppess - Jonathan Coppess - The Congressional Budget Office cost estimate for the House Farm Bill highlights a tradeoff for conservation policy. The additional funding for four conservation programs that was appropriated in the Inflation Reduction Act is used as an offset for increasing the permanent budget authority for those and other conservation programs. It exchanges more funding available to farmers for conservation that is temporary for lesser funding initially but that doesn’t expire.
