The family's doorbell camera captured a car hitting Kasper in the street in front of his friend's house across the street last Friday. Police said it happened Friday evening near Village Oaks Circle. "We let him go play, but we're constantly keeping tabs on him, like we'll let him go play, and then five or 10 minutes will go by and like, All right, we need to go make sure everything's okay, says Kasper's mother, Toni Anderson. A helicopter rushed Kasper to a hospital in Chattanooga. His family said through his pain and after he woke up from surgery, Kasper couldn't stop telling medical personnel about his favorite thing in the world: Dinosaurs. His family told WTVC Kasper has a few months of recovery ahead of him. He had to have some rods inserted into his leg. Police added the driver remained on the scene when police arrived. Cleveland Police said he was cited for not having a driver's license. Kasper is now recovering at home, and we spoke to his family on Wednesday. The family claims Contreras was speeding when he hit Kasper. But the driver told police he was going between 15 and 20 miles an hour when the child darted out in the roadway. Kasper's family says they hope this incident will lead to more safety measures like speed bumps installed on the street, because they say an already-existing sign that says "Slow Please - Kids Crossing' apparently isn't effective enough.
