CONCORD — Republicans will hold a 44-seat majority in the New Hampshire House of Representatives when lawmakers kick off the 2025 legislative session next week. But under proposed rule changes backed by GOP leadership, the House could also have fresh tools to assert the majority’s prerogatives.

Representatives also rejected rules to codify subpoena powers and require "formal business attire" at the State House.

Gov. Kelly Ayotte used her first speech as New Hampshire's 83rd chief executive Thursday to call for “common-sense cooperation” as the state tackles issues ranging from housing, to education, to the state budget.

Operational details on the commission, which Ayotte created by executive order hours after she was sworn into office, remain scant.

Ayotte says her spending plan will rely on the current revenue structure, as GOP leaders in the House eye tax reductions and cutting unfilled state jobs.

Since July, revenue from the state’s major business taxes, which account for about 40% of state collections, have come in more than $80 million shy of forecast.
