So here we are in the midst of a special session, called by Governor Polis for the express purpose of addressing the property tax crisis. As of this writing, that session is not quite over yet, with the Senators taking their turn in the ring. At risk of saying anything prematurely, a few observations to date:Presumably, anyone reading this will have at least a general awareness of how and why we got here. Since Colorado voters repealed the Gallagher Amendment in 2020 residential property assessments increased dramatically. How dramatically? Well, over the next two years those rates rose by anywhere from 20% in some rural counties, to an average of 50% in Douglas County, to as much as 100% in mountain resort towns. A couple short-term fixes were applied here and there in subsequent regular and special legislative sessions, and the voters were offered Proposition HH in 2022, an exercise in fiscal sleight-of-hand that they soundly rejected, but an acceptable permanent solution continued to elude.
