SPARTANBURG — One of the first official acts of Spartanburg County Council's newest member was giving early approval to a tax break to build a townhome community despite questioning such tax breaks during his campaign.

Forest Dunes announced a fourth course coming to the Northern Michigan resort designed by Gil Hanse and Jim Wagner.
