The Stranger's morning news round-up.

Let there be light: Power is back on for most people—96% of Puget Sound Energy customers—after last week's bomb cyclone. Yet, around 20,000 people are still in the dark. Most of the powerless are east of Lake Washington, in places such as Issaquah, Renton, and Sammamish. PSE crews have been working around the clock to restore what the storm knocked out, but the work is painstakingly slow.

Five shot at International District Hookah Lounge:

Stuck the landing: A bow hunter hiking above Lake Serene in Snohomish County fell off a cliff. He plummeted 100 feet, hitting rocks along the way before he plunged into the frigid lake. He pulled himself from the lake and activated a personal locator beacon to call for help at around 10 p.m. He sustained serious injuries. A search and rescue team flew him to Harborview Medical Center at around 1:45 am.

Carbon market is open for business: Well, Washington's carbon market has been open, but it's now bustling. With the Climate Commitment Act intact after a failed repeal effort on the November ballot, prices for carbon allowances have shot up. Polluting companies must reduce their emissions or buy carbon allowances if reduction isn't in the cards. At the first allowance auction after the election, the state raked in nearly $272 million.

An early present: CBS News got a sneak peek at the House Ethics Committee report on former Rep. Matt Gaetz that's expected to drop today. The investigation found that Gaetz, who was perilously close to becoming attorney general, paid numerous women for sex, one of whom was a 17-year-old girl. He also bought and used illicit drugs. He got lit on those drugs in his Capitol Hill office, too. In short, the Committee found "substantial evidence" that Gaetz "violated House Rules and other standards of conduct prohibiting prostitution, statutory rape, illicit drug use, impermissible gifts, special favors or privileges, and obstruction of Congress." Gaetz, meanwhile, filed a federal court lawsuit on Monday to block the report's release.
