"I'm just glad nobody was hurt during all of that," said one neighbor. ST. LOUIS — Neighbors say on most nights, a parking lot in the 4500 block of Manchester Avenue in The Grove is packed with cars.

"God we ask for a miracle of healing for Officer Travis Brown. We ask for a turnaround," said one pastor during a fiery speech.

Mitchell Long, a St. Charles County father, said he found the noose hanging inside a restroom near the football field behind Francis Howell Central High School.

"There's no immediate problem now. However, in the foreseeable future there will be if we don't act," said the Rev. Earl Nance.

Alton Mayor David Goins said police determined Vernon Randle Jr. was randomly shooting at cars when the woman was struck.

"I could have died. My brother could have died and our dogs could have died. It was the scariest thing," said Ben Buntaine.

"My daughter enjoyed life. She was a loving person and hard worker. I'm lost without her," said Patricia Robinson.

"He intentionally killed my loved ones and I think he should have been charged with murder," said Malinda Stokes.
