The European Trilateral Track 2 Nuclear Dialogues, organized by the Center for Strategic and International Studies (CSIS) in partnership with the Royal United Services Institute (RUSI) and the Fondation pour la Recherche Stratégique (FRS), have convened senior nuclear policy experts from the United Kingdom, France, and the United States (P3) since 2009 to discuss nuclear deterrence, arms control, and nonproliferation policy issues. By identifying issues of mutual concern and areas of consensus, the group seeks to improve collaboration and cooperation among the three nations across a range of challenging nuclear policy concerns. Most of the experts are former U.S., UK, and French senior officials; the others are well-known academics in the field. Since the dialogue’s inception, currently serving senior officials from all three governments have routinely participated in the discussions.

The Project on Nuclear Issues (PONI) will host its 2024 Capstone Conference at Offutt Air Force Base on May 1-2, 2024. The conference, held at the headquarters for U.S. Strategic Command, will feature top presentations from the 2023 conference series, with topics related to nuclear deterrence, non-proliferation, counter-proliferation, and arms control. An agenda is forthcoming.

Digital technologies and services are now at the center of economic activity. The technology responsible for such changes evolved rapidly and is complex. The internet and digital technologies eroded borders and sovereignty, complicating the task of rule-setting. Governments were unsure how to treat the new engine of growth and its advocates called for government to play a minimal role. The result was a degree of governmental paralysis. From the start, technology was lightly regulated, and this no-regulation approach continued even as technology grew in importance. But the appeal of light-touch tech regulation ended some years ago, and Big Tech now faces a wave of rulemaking.

Working on Capitol Hill, I learned that recycling is not just for paper, plastics, and metals. It is also for words. Never use something once if you can use it two or three times is common practice. In that spirit, this week’s column tracks, with some changes, a short piece I was asked to write about U.S.-China trade that focuses on solutions rather than problems. This turned out to be a daunting task since it is hard to see any solutions being likely in the short term, given the sad state of U.S.-China relations. Plus, this is an election year here in the United States, which is not the time for major changes in policy. More likely, candidates at all levels will try to outdo each other in criticizing China. Nevertheless, dwelling endlessly on the problems is not a way forward. Thinking about solutions is more constructive, however unlikely they may be right now. This piece suggests two possible ways to go.
