BEACON PHOTO/MARSHA MCLAUGHLIN; PRETTY SURE THERE WAS A ROAD THERE — Children play in flooded waters at Stetson Park Drive and Church Street in DeLand on Oct. 10, the day after Hurricane Milton passed over the area. The storm dropped 15.6 inches of rain throughout Volusia County, inundating the water infrastructure and causing widespread flooding that damaged homes and businesses.

PHOTO COURTESY VOLUSIA COUNTY PUBLIC WORKS; VOLUSIA’S VAST WASTELAND — Heavy equipment pushes and moves the volumes and heaps of unwanted, broken, worn-out and cast-off things at the county’s Tomoka Landfill near Port Orange. The county operates the disposal facility seven days a week. To meet the disposal demands of a growing population, the county is expanding the landfill by adding an extra cell to receive solid waste. During the previous fiscal year that ended Sept. 30, the Tomoka Landfill received more than 1.5 billion pounds of throwaway items for final disposal.

Dougherty said he and his wife have four children who are now serving as Army officers, following their graduation from the U.S. Military Academy at West Point, New York, and he thanked the veterans in the audience for their “service and sacrifice,” adding that veterans “represent the best of America.”
