The advance notice was given to minimize harm, but one service provider said it will not solve root problems of homelessness.

St. Paul Mayor Kaohly Her said the closures are the result of growing health and safety concerns. But service providers said it will only make those staying at the camps harder to find, and more difficult to connect them to resources.
